Hawkesbury Council appoints new General Manager

May 4, 2021

Elizabeth Richardson is the Council’s new GM, taking the place of previous Hawkesbury Council GM Peter Conroy who left the position abruptly back in November 2020 with just three days notice.

The reason for Mr Conroy’s departure has never been made public and a number of councillors do not know the reason either – they have not been told.

Since then, long term Hawkesbury Council Director Laurie Mifsud has been standing in as temporary GM.

Ms Richardson comes from Inner West Council where she was Chief Operating Officer before being appointed acting General Manager in October 2020 following the departure of then CEO Michael Deegan who negotiated an end to his contract after months of tension and councillor infighting.

Ms Richardson has more than 20 years experience in local government – she has previously worked at Auburn, Canada Bay and Leichardt councils – and has been responsible for leading teams in planning, regulatory services, information technology, assets and environment.

Mayor Patrick Conolly said Ms Richardson’s last role was as Chief Operating Officer, Director of Development and Recreation at Inner West Council, a position she had held since 2019.

Cllr Conolly said he was looking forward to working with Ms Richardson.

“I would like to congratulate Elizabeth on her appointment. It will be an interesting and challenging time to join our Council.

“There are opportunities to continue to work together with our staff, businesses, visitors and community to build a strong and sustainable Council.

“Elizabeth’s experience in senior management roles in local government will ensure she is well placed to lead Council operations.”

Ms Richardson will officially start her new role as General Manager on Tuesday, June 1.
